Posted balance on counterparties
A counterparty's balance now includes posted: posted credits minus posted debits, in cents. It changes only when a transaction posts, at the transaction's postedAt, so it is the number to reconcile GET /api/v1/counterparties/{counterpartyId}/transactions against.
pending and available are unchanged:

posted | Posted credits minus posted debits |
posted - available is the debits still in flight. A payout reduces available as soon as it is created, and reduces posted when it completes.
posted is on every counterparty response: GET /api/v1/counterparties, GET /api/v1/counterparties/{counterpartyId}, and the create and update responses.
